Settings UI Modernization

We've modernized the Settings section on web with a complete component overhaul.

What Changed

The entire Settings area has been rebuilt using modern UI components. You'll notice smoother interactions, better responsiveness, and a more polished feel throughout.

Highlights

• Improved Time Picker: Setting notification times is now easier with a redesigned time picker
• Better Timezone Selection: The timezone picker has been updated for faster searching and selection
• Renamed to Preferences: We've renamed the Settings root to "Preferences" for clearer navigation
• Smoother Controls: Radio buttons, switches, and other controls feel more responsive

These changes are part of our ongoing effort to modernize the Sequence interface while keeping everything familiar and easy to use.
